Yes it is the smallest, weighing in at only 34 KB! The number has grown but that's because of the CAPTCHA that has been incorporated. It only has a few requirements:
  1. a tarball or zip decompresser
  2. a web server with PHP installed.
  3. GD with PHP (usually comes by default)
As you can see, there is no need for a MySQL database.
It follows the KISS principle of keeping everything simple and easy to understand. In fact, if it had one fault, it would be that it was too simple.
